They have also refused to bargain over recently implemented policy changes, instead insisting that they will be providing a single proposal to all UC unions at some unspecified later date.

Description: UC Irvine Division of Undergraduate Education (DUE) unilaterally announced a new mandatory return to office policy for all employees, stating that employees could no longer have regularly scheduled remote work days. Previously many DUE employees were permitted to maintain “hybrid” work schedules, allowing them to work remotely on certain days of the week. The University announced this unilateral change directly to the affected employees without providing the Union with notice or the opportunity to bargain.

San Francisco STAR Award Refusal to Bargain (RPSP and SSAP)

Description: In or around January 2026, the University unilaterally implemented a new policy at UC San Francisco that employees in the RP and SV units are no longer eligible to receive awards under the Staff Appreciation and Recognition Program (“STAR Program”). The University announced this unilateral change directly to the affected employees without providing the Union with notice or the opportunity to bargain. When the Union learned of the change from its members, it demanded that the University rescind its unilateral change and bargain with the Union over the decision and its effects. The University has ignored the Union’s demand.
